Elmer William Pratt was born 28 Oct 1900 in Salt Lake City, Utah, one of 15 children of William Parker Pratt and Catherine Billeter.

Elmer married Margaret Genevieve Robinson on 29 Aug 1924 in SLC, Utah. Genevieve was Elmer's teacher at Henegar's Business College in SLC. They became acquainted and married.
Their children were:
Elmer Reed, b. 20 Feb 1927
Gene Albert, b. 30 Jan 1933
Paul Robinson, b. 18 Jan 1937

In 1926 Elmer was an attorney and Secretary to Senator Reed Smoot of Utah.

In 1939 Elmer visited San Juan, Puerto Rico.

In the early 1940s, Genevieve and Elmer divorced while Elmer was working in Washington, D.C. She took their boys and moved to Richmond, Contra Costa, California where she lived until her death in 1946. After her death, their son Reed stayed or returned to California and became a forest ranger in Yosemite Park. He married and had a family there. Elmer sent Gene and Paul to his mother Catherine Pratt and she raised them both, went to school there in SLC. Gene graduated from College with 3 degrees in Botany. He later moved to Laramie, WY.

Elmer married (2) Patricia Ann Marie Dowling in Elko, Elko, Nevada on 17 Feb 1952. They had 1 child, Gerald "Jerry" Dennis Pratt, b. 14 Sep 1953. Patricia had also previously been married and divorced from George J. Landron and had a daughter from that marriage named after her, b. 1949.

Elmer died of a heart attack on 7 Nov 1957 while in Denver, Colorado. He was buried in the Mount Olivet Cemetery in Wheat Ridge, Colorado.
