Capt Elijah Evans was born in Maryland and fought in the Revolution rising to the station of Capt. He was married to Mary Morris West. After the war he moved to Shenandoah County, VA. It was noted that he gave a blanket while in Monongalia, Va for the Revolutionary War. He lived and died at Powell's Fort on the lower side of the mountain living at Powells Big Fort both sides of the Main Branch of Passage Creek and above him lived Hezekiah Evans on Powells Big Fort in the Middle Mountain above Elijah Evans’s adjoining land of John Shank near John Messer,also John Moore adjoining his own land and Teter Clems, and Elijah Evans. His will was probated in 1801 leaving his children and second wife:Susannah
