Eugene was the son of Alfred Harvey Bell and Nancy Maye Hill, and some of his siblings were William Frederick and Mary Helen. Eugene attended Ducktown schools until he was in the 11th grade, and he and his family moved to California about 1942.

Eugene served in the US Army from April 1943 until November 1945, and was trained as a mortar gunner with the 99th Division, which was overseas duty. His service record says his rank was Sgt., and that he was wounded in action in Germany in March 1945.

Eugene was married first to Mary Margaret Wende, daughter of Herman and Maria Arp Wende, and 2nd to Jo Ann.

His marker inscription reads: "Husband of Jo Ann Bell. An Extraordinary Man, WWII Disabled Veteran, Composer, Patentee, Newspaperman & Humanitarian. A Stranger to None and a Friend to All." "Mountain Greenery is My Home."
