Cynthia was the daughter of John and Emily Skinner Fowler with half-sisters, Elizabeth and Mary Jane. Her mother was the sister of her father's first wife, Cynthia Skinner, for whom she was named. She married Hugh McAllister on 26 June 1872 in Wood County, and they had children: William Walter and Mary E . both born in Pennsylvania, and Nellie Eleanor, Henry Austin, and Laura Anna born in Ohio. Hugh was a veteran of the Civil War and Cynthia belonged to NVW of A which is the National Veterans' Women of America. Cynthia died from a cerebral hemorrhage at the age of 79 years 5 months and 29 days.
