The son of the wealthy land developer William Earl Dodge Stokes, Sr and Rita Lina Hernandez de Alba de Acosta, William Earl Dodge Stokes, Jr (nicknamed "Weddie") was raised by the Stokes family after his parents divorced in 1900. He received schooling at Yale University, the US Naval Academy and Chicago University. In 1926, he married Florence Crittenton - they divorced a few years later.

In 1938, he married Lucia Houston Hull Hobson, the daughter of naval hero and US politician, Rear Admiral Richmond Pearson Hobson, and Grizelda Houston Hull Hobson. Lucia and William E.D. Stokes, Jr had two children together, a son, Houston Hull Stokes born in 1940, and a daughter, Sylvia Hobson Stokes, born in 1944. In 1945 the Stokes sold the Ansonia Hotel that had been inherited from William E.D. Stokes, Sr. In 1946, Lucia, W.E.D. Jr, and a small group of other like-minded parents founded the Berkshire Country Day School in Lenox, Berkshire County, Massachusetts, a pre-K-Sixth grade school. It still continues today, although in a much expanded version. The current campus sits on land that was once owned by William E. D. Stokes, Jr's uncle, Anson Phelps Stokes, and makes use of the renovated farmhouse and several other original buildings from the farm.

In 1977, William Earl Dodge Stokes, Jr received the Edgar F. Johnson Pioneer Citation, awarded annually to long-time members who have contributed substantially to the success and development of the Radio Club of America.
