John Charles "Jack" Kelly was born, on 11 July 1935, in Redwood Falls, Redwood County, Minnesota, to Charles Edward Kelly and Agnes Helena Tersteeg. He attended country school, District No. 137, through grade eight and graduated from Olivia High School in 1953. He was united in marriage to Patricia Maday on 27 August 27 1955, at Holy Family Catholic Church in East Chain, Minnesota. The couple had six children.

Jack was employed as an LP gas technician, built steel bins, and drove a semi-truck; and, after he retired, he drove a school bus. He was a member of the Olivia Fire Department. Jack was a soldier; he joined his hometown National Guard unit in 1953 and served as an artilleryman for 26 years. He earned the rank of Sergeant First Class and, for many years, was one of the senior leaders of Battery D, 1st Battalion, 175th Field Artillery Regiment, in Olivia. He was fiercely proud of his cannoneers and the fact they were one of the few units in the entire United States to operate the M110 self-propelled 8-inch howitzer. Jack trained his soldiers well and they were excellent gunners. The consummate citizen-soldier, he stood ready to serve this nation for nearly the entire duration of the Cold War. When he retired, the United States Army Field Artillery Center and School enshrined Sergeant First Class Kelly into the Honorable Order of St. Barbara, in recognition of his exceptional military service
