He was born October 11, 1935 in Pittsburgh, PA and was the son of the late Dr. Joseph and Elizabeth Harrison Cicero. He married the former Virginia (Ginger) Kenney on September 22, 1962. She survives in New Castle, PA.
He was a graduate of Washington and Jefferson College in 1957. He started his career as a CPA and was the Founder and CEO of Systems Management, Inc, which he started in 1976. He later sold the company in 2002 and after his retirement became Entrepreneur in Residence at Grove City College.
Mr. Cicero was a member of St. Camillus Church.
Joseph was the past president of the New Castle Rotary, past president of BSCAI and past president of the New Castle Symphony Board for the Pittsburgh Symphony Orchestra.
He was a member of the New Castle Country Club. He was an avid gardener, enjoyed playing the piano and traveling.
In addition to his wife, he is survived by three daughters: Joann Cicero Kreps and husband Joel of Encinitas, CA, Anita Cicero and husband Steven O'Rourke of Washington, DC and Patricia Cicero of Lake Mills, WI, two sisters: Patricia Cerqua of Clairton, PA and Carleen Zoni of Indiana, PA, four grandchildren: Lily and Phoebe Kreps and Owen and Max O'Rourke and is survived by several nieces and nephews.
In addition to his parents, he was preceded in death by a sister: Jacqueline Chernick.
